SiLC Annual Forum – 6th March 2019

SiLC are pleased to announce details of the 2019 Annual Forum, which is taking place on Wednesday 6th March at the Royal Society of Chemistry in London.

This half day seminar will see a series of industry experts present on topics such as the Definition of Waste Code of Practice, Emerging Contaminates and Legal Updates of Contaminated Land. Please see working programme below;

Welcome Address
Paul Burden, SiLC Chair and Principal, Environmental and Ordnance Liability Management at the Ministry of Defence

Part 2A – Where are we and where are we going?
Robert Biddlecombe, Senior Associate at Squire Patton Boggs
Part 2A of the Environmental Protection Act 1990 has been in force for nearly 19 years and is probably the most well-known piece of legislation concerning contaminated land. However, for all its renown, is it something of a ‘busted flush’? Rob Biddlecombe will review the case law to date on Part 2A, consider whether it is fit for purpose and discuss the possible alternatives for regulating contaminated land in future.

Definition of Waste Code of Practice: 10 Year Review
Nick Willenbrock, Joint Manager of CL:AIRE
The DoW CoP has been in use for 10 years now, the presentation will review its use during this time and highlight the key impacts. Summary findings from recent CL:AIRE audits will be presented along with an update of the expected direction of development of the initiative.

Emerging Challenges with New and Old Contaminants
Phil Crowcroft, Technical Fellow and Partner at ERM
Ground contamination continues to present a range of challenges, whether associated with substances we haven’t considered before, or substances which are well-known, but our understanding of their properties is changing. New knowledge on toxicology, availability and other characteristics can change our assessment of risk, and lead to changes in Drinking Water Standards, EQS values or human health Assessment Criteria. Whilst in the past we have tended to focus on specific elements or compounds such as arsenic or sulphate, we are now as much concerned about the size of particles such as microplastics, or their persistence in the environment, such as the PFAS group of chemicals. This paper reviews some of the most recent issues where our approach to assessing sites may need to adapt in the coming years.

What We Still Don’t Know About Asbestos – Panel Discussion
• Seamus Lefroy Brooks, Director and Founder at LBH Wembley Engineering
• Roger Willey, Managing Director at ACS Physical Risk Control
• James Macfarlane, Technical Director (Asbestos) at Hydrock
• Steve Forster, Director at Remedia Group
Compered by Paul Burden, Principal, Environmental and Ordnance Liability Management at the Ministry of Defence

Excavation Soils, Re-use and Recovery, New Tax Implications
Jonathan Atkins, Technical Specialist at the Environment Agency
This presentation will cover changes to the Landfill tax regime (April 2018), what it means for excavated soils and the various mechanisms for re-use and recovery.

Challenges of Growing A Smaller Company
Helen Smith, Director at Leap Environmental
At first sight the Environmental Consultancy business might seem to be dominated by a decreasing number of larger companies. If this is the case how does a small company compete and grow?
