Supporting the Aggregates From Inert Waste: Resource Framework (2026)
In 2019, the Environment Agency initiated a review of the 13 Quality Protocols used across the construction and development sector. Following an initial assessment, it was determined that the Aggregates Quality Protocol (2013) required further revision.
As part of this process, CL:AIRE worked alongside industry representatives and regulators within the Environment Agency's Task and Finish Group to support the development of an updated framework.
Following extensive collaboration, the draft Aggregates From Inert Waste: Resource Framework (2026) has now been published for public consultation. The consultation opened on 16 October 2026 and will remain open until 8 January 2027.
Proposed CL:AIRE Secondary Aggregate Scheme
Subject to approval by the Environment Agency, CL:AIRE intends to operate an independent third-party accreditation scheme to support implementation of the Aggregates From Inert Waste: Resource Framework (2026).
The proposed scheme will provide a robust mechanism for demonstrating that recycled aggregate products:
· Comply with the requirements of the Aggregates From Inert Waste: Resource Framework (2026).
· Meet the End of Waste criteria under the Waste Framework Directive 2008/98/EC (as amended).
· May be used as construction products without the need for a waste permit.
CL:AIRE's Role
Under the proposed accreditation scheme, CL:AIRE will:
Provide Independent Quality Assurance
Act as an impartial quality assurance body, delivering the governance framework, accreditation infrastructure, and training necessary to support consistent implementation of the scheme.
Promote Industry Consistency
Build on CL:AIRE's established experience in administering industry-recognised frameworks, including the Definition of Waste: Code of Practice (DoW CoP) and the Gas Protection Verification Accreditation Scheme (GPVS), ensuring a consistent and trusted approach across the sector.
Enhance Confidence and Reduce Risk
Provide assurance regarding the end of waste status of secondary aggregates, helping to reduce regulatory and commercial risks for producers, developers, contractors and receiving sites.
