Renewal of QP Registrations for 2024 is open.

The Renewal and Assessment links are now available on the Actions panel of your QP Dashboard (the first page you land on after logging in at https://www.claire.co.uk).

The following 2024 QP renewal checklist will ensure you are up-to-date and able to renew.

QP Assessment

The QP Assessment requirement was implemented in 2019. All QPs are required to re-sit the test every 5 years.

The next QP Assessment phase will start in 2024 and be open for all active QPs* between 1 January and 30 June 2024. 

As a reminder, the QP Assessment is required to ensure all QPs’ knowledge is up to date with the most recent DoW CoP and industry guidance.

The QP Assessment is an open-book test. It consists of 20 questions to be completed within 30 minutes. The questions are multiple-choice or true/false answers. The pass mark is 80% for all participants.

New QPs who passed the Assessment in 2023 will be exempt from the 2024 Assessment.

New !!! “DoW CoP Professional Report”

A DoW CoP Professional Report is an individual statement required in 2024 and is to be submitted along with the other supporting documentation as part of the 2024 QP Renewal and QP Assessment requirements.

The purpose of this new requirement is to maintain high DoW CoP Standards and ensure all QPs have relevant knowledge through their training, day-to-day job, or related activities. QP exposure/experience of the use of DoW CoP shall be detailed in a document entitled DoW CoP Professional Report which must be a minimum 1,000 words.

The DoW CoP Professional Report should include all relevant involvement in Materials Management Plans along with lessons learnt, experience of sustainable material reuse, document writing or document review in a consultancy, advisory, contractual settings, and participation in relevant conferences/training events. Project details must not be included. The information provided shall cover the period from 2019 to date. If you became a QP after 2019, the DoW CoP Professional Report should cover the period from the joining year to date.

QPs registered from year 2023 onwards are exempted from the requirement of this Report.

Chartership

Please ensure your Chartership is active and up to date with your Professional Institution; you will be asked to provide evidence of your active membership (payment receipt). 

Fees

QP Registration fees for 2024 remain at £150 for the private sector and £105 for the public sector.

CPD requirements

Please make sure that your annual QP CPD relevant to the DoW CoP is up to date. This log must reflect a minimum of 30 hours spent in 2023 on the planning, management, regulation or oversight of DoW CoP. This can include work on remediation or other projects involving materials management, providing advice on application of DoW CoP, preparing MMPs for clients, assessing MMPs and providing Declarations as a QP.

It is important that QPs stay current with DoW CoP developments. CPD should also include reading new FAQs and relevant waste or planning regulation updates, i.e., the Regulatory Position Statement on topsoil, utility waste, National Planning Policy Framework, etc. CPD can also include time spent on relevant network groups, soil forums, providing support for DoW CoP development and promoting its use across development industries.

QPs can either log their individual CPD records or upload a full CPD statement for 2023 that has been exported from elsewhere via the CPD panel on your Dashboard.

From February 2024, QP CPD logs will be randomly selected for audit.
 
The audit will consider the following:
  • has CPD been uploaded by the deadline;
  • whether the CPD log meets the requirement of a minimum of 30 hrs;
  • if the CPD logged is relevant to the application of DoW CoP;
  • that there is evidence that the QP chartership status is up to date.
Failure to comply with the QP CPD requirements will result in the temporary suspension of the QP status.

Timings

Payments for 2024 registration can be made from 2 January 2024, as can the renewal submission.
 
The online QP Assessment will be open between 2 January and 30 June.
 
The QP Register will be re-set at the end of January 2024 (deadline for renewal) and at the end of June 2024 (deadline for 2024 QP Assessment). If CL:AIRE has not received updated information and payment or QP assessment result does not meet the pass mark by this time, the QPs name will be removed from the Register.

If, for whatever reason, the deadline is missed and QPs wish to renew at a later date, they will be charged the full annual amount and will still be required to meet the online test and CPD requirements.
 
QPs whose renewal or payment is received after the deadline of 31 January, are advised to allow up to 48 hours to be re-instated on the QP Register. 

Portal

QPs are reminded to register on the Portal in order to submit DoW CoP Declarations. 

QPs who have not completed the renewals process and paid their registration fees by 31 January will become Inactive on the Portal. 

Inactive QPs are able to view their past Declarations but will be unable to submit new ones.

QPs who miss the Renewal deadline or, for whatever reason, renew at a later date, are advised to allow up to 48 hours to be re-activated in the Portal.
