We’d like to share some further observations arising from the recent DoW CoP audit outcomes, highlight the importance of Verification Plans, remind users of the risks of non-compliance and promote the support that CL:AIRE offers to users of the DoW CoP.

In March 2025, CL:AIRE published the 2024 audit outcomes. It summarised the key findings and highlighted the major strengths and weaknesses of the selected DoW CoP projects. The summary suggested that some projects are not carrying out the actual soil management activities in accordance with the approved plans. In some cases, they are not maintaining adequate records to enable accurate Verification Reports, which should demonstrate evidence of materials reuse in accordance with the scheme.

We’d like to remind all DoW CoP users that Verification Plans are a vital part of every project, ensuring that records are properly collected to demonstrate compliance. Accurate data capture and record-keeping are key to confirming appropriate material reuse and preventing improper disposal. Core elements such as Materials Tracking, Contingency Plans, and environmental controls, must align with the Verification Plan and the Materials Management Plans (MMPs), as well as site reports and planning documents. When these are followed correctly, producing the final Verification Report is straightforward. However, our audits frequently uncover issues like poor tracking systems, missing data, and inadequate contingency records. These shortcomings have resulted in non-conformance ratings for some projects.

Complying fully with the DoW CoP scheme, including the MMP, Verification Plan, and strong reporting, is essential for lawful material reuse and maintaining trust with clients, CL:AIRE, and regulators. To protect the integrity of the scheme, CL:AIRE would like to remind all DoW CoP users that non-compliance risks certain liabilities, including planning breaches, sham recovery, or illegal waste disposal, with potential environmental, legal, and tax penalties. It is critical that developers, their main contractors, and operators ensure that the scheme requirements are followed in full.

CL:AIRE offers a range of training opportunities on the DoW CoP, including in-person awareness sessions, full training, and eLearning modules covering related risk assessment processes. Our DoW CoP Insight Service also provides tailored support to help users meet good practice standards. Looking ahead, we plan to expand our guidance and training on MMPs and host events to help all users better understand the value of good practice.
